I. The Principle of the Constructional Organization
The efficient institutions should be organized. The keen-witted and capable staff should be selected. The advanced equipments should be deployed. The scale construction should be smoothly advanced with quick entering into the working site, quick settling down and quick starting work. The needs of high outset and standard should be met in the overall plan of constructional pace, quality and safety.

Ⅱ. The Plan of Constructional Period
(I) The Overall Constructional Period
   According to the worked-out plan, the date of starting work should be on Jan. 1, 2008 (If the owner stipulates the date of starting work otherwise, it should be obeyed.)  The date of accomplishing construction should be on Nov.30, 2008. The overall constructional period is 23 months, one month ahead of the schedule (24 months) made in the procurement document. Thus, the sufficient time for the Ancillary projects can be provided.
(Ⅱ) The Working Schedule of All Main Constructions
The details are in the “Figure2 the Overall Working Plan of Construction figure” of this chapter.

Ⅲ. The Basic Goal of Constructional Management
(I) The Quality of the Construction
The acceptance rate of the construction should be 100% when it is finished. So is the eligibility rate of each subentry construction. More than 95% of the branch construction should be highly qualified. More than 95% of the unit construction should be highly qualified. The highly qualified construction should be ensured with even and balanced sungrades, steady and beautiful side slopes, and accurate bridge sizes. The requirements of excellent quality in every construction line made in the layout should be reached. Once it’s accomplished, it should be regarded as work of art. Its excellence at provincial level should be guaranteed.
(Ⅱ) The Constructional Period
The overall constructional period arranged by our company is 23 months, one month ahead the schedule made in the procurement document.
(Ⅲ) Secure Construction
   The safe and civilized standard construction site should be established.
(Ⅳ) Environment Protection
The first level standard of environment protection.

Ⅳ. The Measurement and the Trial Control
(I) The Measurement Control
1. The Reference of Measurement
(1) The repeated and deviation surveys should be based on the surface controlling points and level points provided by the owner. The calculation and the measurement of the setting out should be carried out according to the relevant measurement materials, the designing framework charts and the materials of repeated surveys provided by the owner.
(2) The survey precision of this construction project is in rigorous accordance with the current criteria. Meanwhile, the constructional setting out should be consistent with the technical specification of each su
